STAGE_CC


STAGE_CC is a simplified variant of the STAGE CGE model designed for policy analysis in Comparative Static and Recursive Dynamic modes within a single model. It was produced for a project for the UNFCCC, where a major objective was “a toolkit of … (CGE) models and methods that will assist developing countries and Small Island Developing States (SIDS) in the assessment and analysis of the impacts of implementation of climate policies and actions on their economies”.


Its use for that project is not endorsed due to concerns about the implementation, and breach of a major objective.


STAGE_CC is a de facto single country energy model with emissions counting. In its recursive dynamic application a module with climate change feedbacks was not included because of limitations embedded in the contract.


It encompasses features previously captured in model variants, e.g., energy and emissions, investment decisions, etc., but it is not as general as the full STAGE model. The code for the model is modular. The model is broadly consistent with the price systems in the SNA and SEEA. It is calibrated using a SAM for a single country that has been augmented with energy and emissions  satellite accounts.


The model includes the following features: CES functions for imports and CET functions for exports; generalised nesting for production and utility functions; flexible macroeconomic closure and (factor) market clearing conditions; flexible exchange rates; Value Added taxes; energy use and emissions taxes; air pollution and emissions tracking; production functions for multiple types of capital; etc.


At the heart of the recursive dynamic modules is a system of perpetual inventories that track the evolution in the quantities and ‘qualities’ of factors of production. The inventories for physical capital goods allow, inter alia, for tracking ‘vintages’ of capital goods. The inventories for labour are exogenously determined. There no inventories for emissions.


The technical documentation reflects, as accurately as can be, the state of the model on the date on the front page of the technical document; it is nearly always out of date.


LICENSING

STAGE_CC is outdated and is therefore not supported. STAGE_3 is a better model.
